OPINION

PER CURIAM:

In this suit, the plaintiffs, four certificated trucking companies, seek to set aside an order of the Interstate Commerce Commission ("the Commission") which stayed the effective date of an earlier order.1 That earlier order issued on December 10, 1971, modified the outstanding certificate of A. J. Weigand, Inc. ("Weigand"), an intervenor in this suit, by inserting into it an "anti-tacking" provision.
