In 1973 the New York State Legislature amended certain provisions of the Family Court Act to provide for the assignment of counsel to indigents in cases of child neglect, family offenses and child abuse (L. 1973, ch. 615, eff. July 1, 1973; see Matter of Ella B., 30 N.Y.2d 352).
