In November, 1971, the Norwegian Embassy in Washington, D. C., pursuant to 28 U.S.C. § 1781, transmitted to the United States government a request for judicial assistance under 28 U.S.C. § 17821 in connection with a letter rogatory issued by the City Court of Haugesund, Norway. The letter rogatory sought testimony from appellant Emett regarding a paternity suit instituted against him...
