OWENS, District Judge:

Upon the further hearing of the matter of the denial by the defendants of plaintiff Benjamin Pupa's application to transfer his City of Macon retail liquor license, the court as to the question of whether or not attorney's fees should be awarded to the plaintiff decided and announced that attorney's fees would be allowed on account of the fact that the actions of these defendants were unreasonably
