OPINION BY MR. JUSTICE POMEROY, October 16, 1974:

The Philadelphia Federation of Teachers Local No. 3, AFT, AFL-CIO ("the Federation") brought suit against the Board of Education of the School District of Philadelphia ("the School Board"), appellant, to enforce the dues deduction provision of a collective bargaining agreement. At issue is the scope of rights accorded to public employees under § 401 of the Public Employe Relations Act (Act 195).
