This is an action brought pursuant to 42 U.S.C. § 1983 and 28 U.S.C. § 1343(3) and (4). In this action plaintiff, Raleigh Hale, an inmate at the Botetourt Correctional Unit, Troutville, Virginia, alleges that his constitutional rights have been violated by Jack F.
