At issue in this appeal is the constitutionality, under the Constitution of Nebraska and the Constitution of the United States, of the "Nebraska Textbook Loan Act," originally L.B. 659, Laws 1971, now sections 79-4,118, 79-4,118.01, 79-4.119, and 79-1338, R.R.S.1943. Generally, the legislative program embodied in these sections of the statute and in L.B. 659 intended to provide financial assistance to nonpublic elementary and secondary schools...
