Petitioner, Fort Smith Outerwear, Inc. (Employer), a wholly-owned subsidiary of H. L. Friedlen Company, was the focus of a union organizational campaign during late 1971 and early 1972. This campaign culminated in an election on March 1, 1972, which the Union1 lost by a vote of 46 to 37.
