On September 11, 1973, Defendant City of Fremont, passed Ordinance No. 2768:

"AN ORDINANCE OF THE CITY OF FREMONT, NEBRASKA, TO AMEND CHAPTER 3, ALCOHOLIC BEVERAGES, OF THE MUNICIPAL CODE, BY THE ADDITION OF SECTION 3-17 TO PROVIDE GROUNDS FOR REVOCATION AND SUSPENSION OF RETAIL LICENSES, TO PROVIDE FOR NOTIFICATION AND HEARING, AND TO PROVIDE FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE MAYOR...
