Treating the petition for a writ of habeas corpus as a petition for a writ of certiorari, the petition is granted and the writ may issue forthwith.

The matter is assigned to the calendar of March 4, 1974 for hearing on the merits. The petitioner shall file his brief on or before January 31, 1974, and the respondent shall file his brief on or before February 25, 1974.

The motion to admit petitioner to bail is denied.
