This appeal arises from the dismissal with prejudice of the appellant Sykes' First Amended Complaint, on the ground that the complaint failed to state a claim for which relief could be granted.1 The action, which sought injunctive relief and damages against a wide variety of defendants, was brought under the Civil Rights Statutes, 42 U.S.C. §§ 1983, 1985.
