This matter came on the motion of the defendant to dismiss the complaint and for discharge of recognizance. The record shows that the state of Ohio filed a complaint in this court on December 7, 1973, alleging three counts of failure to plug wells located within the territorial jurisdiction of this court, all in contravention of R.
