OPINION

PER CURIAM.

The action was originally brought to invalidate the 1972 legislative reapportionment of the Kansas House of Representatives. This court determined such reapportionment to be invalid and unconstitutional. Winter et al v. Docking et al., 356 F.Supp. 88. No appeal was taken from that decision. This court therein withheld the effectiveness of its decree and retained jurisdiction, giving the Kansas Legislature...
