In October of 1967, City Electric contracted to supply to Golden Valley all labor and equipment necessary to convert Golden Valley's electric transmission system from single phase to three phase. Robert A. Smith, an employee of City Electric, was injured when he fell from a power pole owned by Golden Valley.
