Daniel Boyd Roscoe was arrested in the City of Baltimore on the 31st of October, 1973 on a fugitive warrant based upon an arrest warrant issued in the State of Virginia. On November 15, 1973 the Governor of Virginia issued his order to J.J. Rawlings, agent, and F.F.
