REARDON, J.

The plaintiffs, five towns, members of the Minuteman Regional Vocational Technical School District, established pursuant to G.L.c. 71, § 15, brought a petition for declaratory relief in the Superior Court. They sought a declaration that under G.L.c. 71, § 16D,1 as appearing in St. 1967, c. 779, each plaintiff town was entitled to payment by the State for additional school aid for the years 1972 and 1973-1974.
