This is an appeal from an order granting summary judgment reinstating the plaintiffs as teachers in the defendant Renton School District No. 403 and awarding damages.

The facts are not disputed. On February 9, 1971, a special levy to raise additional revenue for the operation of the schools for the ensuing year was submitted to the voters by the board of the district, and failed to pass. The board thereupon decided to resubmit the levy proposal...
