FIELD, Circuit Judge:

This pro se appeal by Paul M. Robinson, Jr., from his conviction of a petty offense in a United States Magistrate's court has brought to our attention some serious irregularities and deficiencies in the magistrate's procedures as well as one of the regulations1 presently in effect at the Washington National Airport. Finding the charges and proceedings flawed in practically every aspect, we reverse the conviction....
