This matter comes before the court on defendant Northwest Tenant Organization's preliminary objections to plaintiff Martha Rouse's complaint. The petitioner contends that the complaint fails to set forth facts upon which relief may be granted, since plaintiff (a) did not allege compliance with the Pennsylvania Rent Withholding Law, (b) did not exhaust her administrative remedies, and (c) did not join an indispensable party.
