OPINION

PAOLINO, Justice.

This is a petition for certiorari to review the action of the defendant town council denying the plaintiff's application for a license to operate a mobile home park. On September 15, 1972, we directed the defendant to revise its decision by pointing out the evidence on which it based its denial of the plaintiff's application. See Merlino Enterprises, Inc. v. Fenlon, 110 R.I. 923, 294 A.2d 847
