Clara J. Kapp had taken an overdose of heroin. Her condition demanded immediate medical services. She was admitted to the Lutheran Hospital for treatment. Later, Lutheran Hospital filed a complaint against Wayne Township, William J. Cooper, Wayne Township Trustee, and Clara J.
