This is an appeal from a judgment of the Franklin County Municipal Court which found defendant guilty upon a charge of speeding and imposed a fine of $25 and costs.

Defendant was operating his yellow Lincoln eastbound on West Broad Street just west of the 1-270 interchange and was "clocked" at 56 miles per hour by a radar device mounted in a state highway patrol car which was proceeding westbound...
