This matter comes before the board as an appeal from a refusal of the Department of Environmental Resources (hereinafter "department") to reimburse the appellant township for one-half of the expenses incurred by the township in enforcing for 1973, the provisions of the Pennsylvania Sewage Facilities Act of January 24, 1966, P. L. (1965) 1535, 35 PS §750.1, et seq.
