Every word of the phrase "by accident arising out of and in the course of his employment,"1 standing alone has a clear meaning.2

Put the words together and one produces the occasion for nearly as much litigation as was produced by the words "Congress shall make no law respecting an establishment of religion."! Constitution of the United States...
