In 1961, the appellees acquired a 20-acre tract of land contiguous to the Town of Gaithersburg (the Town). Early in 1966, the owners of a separate 130-acre tract, also adjacent to Gaithersburg, petitioned to have their land and an additional 72 acres (202 acres in all), including the appellees' property, annexed to the Town. On February 18, 1966, the appellees filed a petition requesting annexation of their property...
