The defendant was arrested by a police officer of the city of Yankton for the offense of reckless driving under Sec. 14-61 of the Yankton City Code, defined as follows:

"Sec. 14-61. Reckless driving.

Any person who drives a vehicle within the city carelessly or heedlessly, or in disregard of the rights or safety of others, or without due caution and circumspection and at a speed or in a manner so as to endanger or be likely...
