The city of Dover seeks by declaratory judgment a decree that it is the legal owner of the Wentworth-Douglass Hospital and entitled to have the trustees furnish the city council with a detailed report for the year 1971 of all matters pertaining to the hospital including individual salaries of hospital employees. The parties filed an agreed statement of facts and the Trial Court (Perkins, J.) reserved and transferred without ruling all questions...
