In each of these cases we are asked to decide whether it is permissible to place a child adjudicated as a person in need of supervision (PINS) in a State training school for PINS children only.

Upon the petition of her mother, the Family Court adjudicated the appellant, Lavette M., then 13 years of age, a person in need of supervision (PINS), and placed her on probation for one year with a provision...
