The defendant asserts that Rule 3 of the Franklin County Municipal Court is a violation of the Seventh Amendment to the Constitution of the United States and of Section 5, Article I of the Constitution of Ohio. Although there may not constitutionally be any impairment or denial of the right of trial by jury, that right may be subject to moderate and reasonable regulation. The syllabus of Miller v.
