Exercising its power to abate unrepaired nuisances, the City of Amarillo, Texas, demolished without compensation property belonging to each of the plaintiffs-appellants. They filed separate civil rights suits in federal court against the city, the mayor, the city manager, and four members of the City Commission, challenging the constitutionality of the city's actions seeking monetary, injunctive, and declaratory relief.
