Plaintiffs in this action are eight individual members of the Micmac, Maliseet, Penobscot and Passamaquoddy Indian Tribes, and the Indian Township Passamaquoddy Basket Cooperative, Inc., an Indian-owned agricultural cooperative organized under Maine law.
