This selective service appeal raises what might be called a "second generation" order of call defense. Appellant does not claim that the then applicable 32 C.F.R. § 1631.7 was violated when he and four other I-A registrants were ordered, on April 22, 1971, to report for induction. His claim is that he was entitled to inspect the files of 52 registrants holding lower random sequence numbers than his, whose II-S classifications he determined...
