Slater Williams was a soldier serving in the United States Army in Germany. On July 12, 1960, while the country was at peace, Williams, in civilian clothes robbed a German citizen in Germany. He was tried by a general court-martial, and on September 25, 1960, convicted of robbery (10 U.S.C. § 922),1 disrespect (10 U.S.C. § 891) and communication of a threat (10 U.S.C. § 934).
