Plaintiff is a driver-trainer of harness horses. Defendants are the New Hampshire Racing Commission (hereinafter NHRC), the regulatory agency which is responsible for horse racing activity in New Hampshire, and the New Hampshire Trotting and Breeding Association, Inc.
