This proceeding constitutes a review of denial by the Missouri State Board of Pharmacy of a pharmacy license to an applicant, James A. Kennedy. After denial of that application by the Board, Kennedy filed a complaint before the Administrative Hearing Commission pursuant to § 161.302 (all statutory references in this opinion being to RSMo 1969 unless otherwise noted).
