This was an action concerning contract bids for the construction of a sewage disposal plant for the Board of Public Utilities of the City of Cheyenne, Wyoming. Centric, as a contract bidder,1 brought the action alleging that the Board should have accepted its bid because it was the lowest. The Board rejected Centric's bid on the basis that it did not comply with the bid specifications...
