Specifically, we must decide whether section 4(a)(2) of the Bank Holding Company Act1 extends so-called "grandfather" privileges to a bank holding company which controlled, prior to June 30, 1968,2 a bank subsidiary that also engaged in limited courier activities, but which "spun-off" the courier activities...
