The question presented in this appeal is whether an alien who is a permanent resident of Alaska may be precluded from voting in state elections.

The facts of this case are not disputed. Appellant has been a bona fide resident of Alaska since 1959. He is not a citizen of the United States, but since 1969 he has been a permanent resident alien. In August of 1974 he filed an application...
