The plaintiff applied to this Court for declaratory relief and to enjoin the defendant Tennessee Valley Authority (TVA) and its chairman Mr. Aubrey J. Wagner from continuing with the construction of its Duck River project and various appurtenant works comprised of the Columbia dam and reservoir in Maury and Marshall counties, Tennessee and the Normandy dam and reservoir in Bedford and Coffee counties, Tennessee....
