Plaintiffs, who seek declaratory and injunctive relief, claim that the defendant, through his agents and in his capacity as Governor of the State of Rhode Island, violated their rights of freedom of speech, freedom of assembly and freedom to petition for a redress of grievances as protected by the First and Fourteenth Amendments to the United States Constitution.
