In this action instituted by 31 classified state civil service employees and their bargaining agent, the district court permanently enjoined the University of Nevada and its Board of Regents from contracting for food service at the University's Reno campus with anyone except classified state employees, and from laying off classified employees in order to obtain food service from anyone else.
