On March 28, 1973 respondent Public Service Commission of the District of Columbia issued an order approving new rate schedules and regulations proposed by intervenor Washington Gas Light Company to govern steam and chilled water service to the Watergate complex,1 to become effective April 1, 1973.2 Petitioner Watergate Improvement Associates (Watergate)3
