Plaintiff-county obtained an injunction, after a circuit court trial, against defendants enjoining them from collecting and hauling solid wastes for compensation within the unincorporated areas of Washington County. Defendants, whose cases were consolidated for trial, both appeal urging identical grounds for reversal, that the ordinance under which the suit was brought is invalid because it was not adopted in the manner specified in the Washington County...
