On August 21, 1972, appellant, Pennsylvania Human Relations Commission (PHRC) filed a complaint charging appellee, United States Steel Corporation, American Bridge Division, Shiffler Works (U.S. Steel) with violation of Section 5 of the Pennsylvania Human Relations Act (the Act).1 Soon thereafter, appellant served upon appellee certain interrogatories...
