This is an appeal by the developer from a decision of the Superior Court of Douglas County which ruled, following an interlocutory hearing, that the vote of the Commissioners of Roads and Revenues of Douglas County to re-zone certain property was null and void, and that all parties were enjoined from developing the property under the re-zoned classification.
