This appeal concerns a proposed 115-KV transmission line for which Vermont Electric Power Company (VELCO) commenced this action on September 1, 1970, before the Public Service Board by filing a petition under 30 V.S.A. § 248 in which it prayed that the Board, after hearing, issue it a certificate of general good authorizing construction of the proposed transmission line.
