This appeal is from a judgment awarding the appellees declaratory and injunctive relief pursuant to 45 CFR 116.17(o)(2)(ii). The Court ordered the appellants to release a list of the names of parents of children receiving Title I educational benefits under 20 U. S.C.A. § 241 et seq. to the appellees.
