In this case we are called upon for the first time to examine the substantive provisions of the Kansas professional negotiations act ("the act"), which expressly recognizes the right of professional employees of school boards to negotiate collectively with respect to terms and conditions of professional services. Our only previous encounter with the act was limited to its recognition-nonrecognition
