Appellee, Corning Savings and Loan Association filed an application with appellant, Arkansas Savings and Loan Association Board for a charter to operate a savings and loan association. Appellee's application was resisted by the Pocahontas Federal Savings and Loan. The latter, a federally chartered association, had pending a federal application for a branch office at Corning. The Board found that appellee had met all the requirements for a charter
