Plaintiff brings this action under 42 U.S.C. § 1983 for injunctive and declaratory relief, alleging that the operation of Mass.Gen.L. ch. 241, § 1, deprives her of rights guaranteed by the Fourteenth Amendment to the United States Constitution.
